Urban consumption is more unequal than rural consumption in 31 of 36 states and territories. The five exceptions are small island and hill units. Jharkhand has among the lowest urban spending per person and the widest spread.
Policy implication Cities are where the dispersion is, and where the instruments are weakest: urban India has no counterpart to the rural employment guarantee.
