Policy implication
The map counts registrations. A low figure can mean few atrocities or few that reach a police station and get recorded under the SC/ST Act, so a state with a very low rate has not shown that it is safer. Ten states and territories with under 1 lakh Scheduled Caste people are left grey because one case would swing their rate by more than 100.
