Mizoram has the highest estimated adult HIV prevalence at 2.75 per cent, followed by Nagaland at 1.37 and Manipur at 0.81, against 0.20 for India. Jammu and Kashmir has the lowest at 0.06, then Kerala and Jharkhand at 0.07. Andhra Pradesh (0.58) and Karnataka (0.44) are the highest among the large southern states.
Policy implication These are modelled estimates from surveillance and programme data, not a count of people tested, so small differences between low-prevalence states are within the margin of error. Prevalence is a share of adults. The states with the most people living with HIV in absolute terms differ from those with the highest prevalence.
