Policy implication
The figure counts spending by the Union, state and local governments inside the state, so it includes central schemes and is not what the state government alone spends. Three of the four highest are hill states (Himachal Pradesh, Jammu and Kashmir, Uttarakhand). The 21 states are those for which the estimate can be made; small states, union territories and most of the north-east are not covered.
