Out-of-pocket share of health spending, NHA 2022-23
Households pay 66.1 per cent of health spending out of pocket in Uttar Pradesh, 64.0 in Kerala, 62.3 in West Bengal and 60.6 in Punjab, against 28.8 in Uttarakhand, 29.2 in Karnataka and 29.7 in Jammu and Kashmir. Bihar is at 47.7. Only 21 states are covered.
Policy implication A high share is not the same as low public spending: Kerala's total health spending is Rs 13,116 per person and its out-of-pocket spending Rs 8,388 per person. The household figures rest on the NSS 75th round of 2017-18, so state changes since then are not captured.
