NCRB registered 349 communal or religious riot cases in 2024. Maharashtra had the most (90), then Bihar (80), Jharkhand (45), Odisha (37) and Karnataka (34). Per crore people, Goa is highest at 18.87 from 3 cases, then Jharkhand (11.21) and Odisha (7.93), against 2.48 for India. Sixteen states and territories registered none.
Policy implication The map shows one year. The older map covered 2019 to 2024 cumulatively and could not be rebuilt from the 2024 volume alone. Numbers are small, so a single case moves a small state to the top. A registration depends on police recording a riot as communal, and a zero is not proof that none occurred. Counts here are cases, and one riot can involve many victims.
