Policy implication
ASER tests children at home in rural districts, and these state tables cover government schools only, so they say nothing about private schools or cities. Samples are small in the smaller states, which is why Sikkim's jump should be read as a sign rather than a measurement. Reading a Std II text is a Std II skill, which is what a Std V child is expected to have.
