Policy implication
These are rural household survey estimates, so they miss children in cities and migrant families surveyed elsewhere. A child counted as enrolled may still be absent: in the schools ASER visited, only 55.2 per cent of enrolled children in Bihar were present on the survey day. Small state samples mean the ranking among states near 1 per cent is not firm.
