Policy implication
A subscription is not a person. One person can hold a phone and a broadband line, or two SIMs, so figures above 100 in Delhi, Goa and Haryana say nothing about everyone being online, and the low figures in Bihar and Jharkhand do not say how many people are. Population is a projection to 2026 and the operators' rural and urban split uses different sources, so only totals are shown. Survey measures of who uses the internet (NFHS, NSS) are a separate and usually lower count.
