Policy implication
A state average hides schools with one teacher for many pupils and others with too many teachers for few pupils, so a low ratio does not mean every school is adequately staffed. The figures cover government, aided and private schools together and are whole numbers. MoSPI does not say whether 2022-23 and 2024-25 are counted on the same basis, so the large fall in Bihar should be read with caution until checked against UDISE+ reports for both years.
