Policy implication
This is a share of kilograms of cereal, not of calories or spending, and it counts household consumption from purchases, home production and free items together. A high rice share does not say how much cereal anyone eats. Rural and urban figures come from separate series, and the survey publishes no combined state figure, so the two maps should not be averaged.
