Provisional figures for 2023-24 put 59.3 per cent of India's net sown area under irrigation, against 56.4 per cent in 2022-23. Puducherry and Punjab are at 100.0 per cent, then Haryana (91.7), Delhi (89.3), Uttar Pradesh (83.4) and Madhya Pradesh (81.5). Mizoram (6.1), Sikkim (15.7), Assam (17.0), Himachal Pradesh and Kerala (21.3 each) and Jharkhand (22.1) are lowest. The old claim that Jharkhand irrigates under 10 per cent does not hold: it is 22.1 here and 19.7 in 2022-23.
Policy implication The provisional year breaks the series in places, so the change since 2022-23 should be read with care: Maharashtra's net irrigated area doubles in one year (up 20 points here), and the net sown area falls sharply in Andhra Pradesh, Manipur and Jharkhand. A share of net sown area says nothing about how reliable the water is, which source it comes from or whether a second crop is irrigated. Ladakh, Chandigarh and the smaller territories are not in the source tables.
