India had 2,40,092 DPIIT-recognised startups on 30 June 2026, or 17.1 per lakh people. Delhi has 102.1 per lakh, six times the national figure, followed by Chandigarh (59.2), Goa (54.2), Haryana (40.7), Telangana (35.6) and Karnataka (35.2). Sikkim (3.0), Meghalaya (3.1) and Bihar (4.3) have the fewest. In absolute numbers Maharashtra (41,440), Karnataka (24,026) and Uttar Pradesh (23,678) lead.
Policy implication A startup is counted at its registered address, so Delhi's figure reflects where companies register and the National Capital Region's spread across Haryana and Uttar Pradesh. The map does not measure jobs, funding or survival, since recognition is voluntary and is not removed when a business stops trading. The population is NCRB's 2024 projection, a different year from the count. This replaces the earlier map, which used an October 2025 cut-off.
