By 30 November 2025, 7.22 crore enterprises had registered on Udyam or Udyam Assist, 5,141 per lakh people. Telangana (9,236), Goa (7,734), Tamil Nadu (7,498), Maharashtra (7,385) and Tripura (6,936) have the most registrations per person, and Meghalaya (1,934), the Dadra and Nagar Haveli and Daman and Diu pair (2,395), Arunachal Pradesh (2,814), Bihar (2,994) and Nagaland (3,083) the fewest. Tamil Nadu has about two and a half times Bihar's rate.
Policy implication This counts registrations at the registered address, not working firms. Registration is free and self-declared, and since January 2023 informal micro enterprises have been added through Udyam Assist, so registration drives move the figure sharply from year to year and it is not comparable with earlier counts. Tripura's high rate, for instance, rests on one year's large batch. A registration says nothing about employment or output.
