Across India 7 per cent of the households that worked under MGNREGA in 2024-25 completed the 100 days the Act guarantees. Mizoram (75 per cent) and Kerala (38) are far ahead, then Himachal Pradesh and Meghalaya (15 each), Maharashtra (14) and Chhattisgarh (13). Bihar, Assam, Haryana, Jammu and Kashmir and Karnataka are at 1 per cent, and Goa, Manipur, Nagaland, Puducherry and the two island and enclave territories at 0.
Policy implication The Act guarantees up to 100 days to a rural household that asks for work, and the national average was 50.2 days per household that year, so completing 100 days is the top of the range and not a measure of whether the guarantee works. A low share can mean households stopped at fewer days by choice or because work was not given, and the report does not say which. Percentages are printed in whole numbers, so 0 means under half a per cent. West Bengal and Lakshadweep have no work recorded and are grey.
