Policy implication
The hours are the distribution utilities' own reports to the National Power Portal for feeders and not a household measure, and only 20 states and Puducherry reported a rural figure for the year, so the other states are grey and not zero. Himachal Pradesh's fall from 15.8 hours in 2018-19 to 13.3 is as reported and the answer does not explain it. The latest year, 2022-23, runs only to December 2022 and is not used.
