Policy implication
A low ratio can come from sex-selective abortion or from girls' births going unreported, and the registration data cannot tell the two apart. State samples are small, so a few points of change between periods are within noise. Only the 22 larger states are published, and Jammu and Kashmir includes Ladakh.
